It is not unusual for states and districts to have changes made to their tax codes. The District of Columbia is no exception. In January of 2017, the Office of Tax and Revenue (OTR) eliminated monthly D.C. withholding form return filing for local taxpayers. Meant to streamline withholding and tax filing processes for District business and employers, the system replacing it was similar to the Federal 491 withholding process.
The change eliminated the need for FR 900M, known as the SUB Employer/Payer Withholding Tax Monthly Return. Rather than using the obsolete form, employers are required to file the FR 900Q, or the Employer/Payer Withholding Tax Quarterly Return. That decreases the number of times per year employers must file a withholding return.
